Requires the Texas Commission on Environmental Quality (TCEQ) to notify the state representative and state senator who represent the area where an environmental violation occurred when the commission issues a penalty notice

Mandates TCEQ to notify the relevant state legislators before approving any administrative order or proposed settlement agreement to resolve an administrative enforcement action

Maintains existing requirements for TCEQ to publish penalty decisions in the Texas Register within 10 days of adoption and allow public comment on proposed orders or agreements

Amends Sections 7.060 and 7.075(a) of the Texas Water Code to add the legislative notification requirements

Takes effect September 1, 2025
