Amends Section 44.031(f) of the Education Code regarding professional services contracts for school districts

Clarifies that the exemption from standard purchasing procedures for professional services (architects, attorneys, CPAs, engineers, fiscal agents) cannot be used to circumvent required procurement rules

Prohibits professional services providers from purchasing goods or services on behalf of a school district in a manner that violates the district's required purchasing procedures

Prevents use of professional services contracts as a loophole to bypass competitive bidding or other procurement requirements that would otherwise apply

Takes effect September 1, 2025
