Amends Section 12.1058(a) of the Education Code to expand the legal classifications of open-enrollment charter schools

Adds new provision designating open-enrollment charter schools as a "political subdivision" for purposes of Section 304.001, Local Government Code, which governs energy aggregation by political subdivisions

Enables open-enrollment charter schools to participate in energy aggregation programs that allow political subdivisions to combine their energy purchasing power for potentially lower rates

Takes effect September 1, 2025
