Creates a 13-member Recycling Market Advisory Council with representatives from industries including paper/pulp, plastics, aluminum, glass, organics recycling, advanced recycling, and packaging, with members serving five-year terms

Establishes the Texas Recycling Fund as a dedicated account in general revenue to fund program administration, grants to businesses and universities, loans to business entities, pilot projects, and public education on recycling

Creates a recycling innovation grant program covering up to 50% of eligible costs for projects including expanding recycling infrastructure, upgrading equipment, reducing contamination, and improving rural recycling services

Requires the program administrator to update the recycling market development plan by December 1 of each even-numbered year (changed from every four years) and include reports on research progress, grant/loan status, and legislative recommendations
