Authorizes emergency services district boards to repeal by majority vote the existing sales tax exemption for gas and electricity sold for residential use within their districts

Allows district boards that have repealed the exemption to reinstate it using the same majority vote process

Requires district boards to notify the comptroller of any orders repealing or reinstating the exemption, following comptroller-prescribed procedures

Changes to the exemption take effect on the first day of the first calendar quarter after one complete calendar quarter has passed since the comptroller received notice

Takes effect immediately if passed by two-thirds vote of both legislative chambers; otherwise takes effect September 1, 2025
