Restructures the Texas Semiconductor Innovation Consortium by shifting strategic planning responsibility from the executive committee to the Governor's office, changing the consortium's role to an advisory capacity that provides recommendations rather than developing and executing plans directly

Requires the Governor's office to hire an executive director for the consortium and establishes staggered six-year terms for appointed executive committee members, with designees serving two-year terms

Repeals Chapter 490H of the Government Code (the Governor's Broadband Development Council) and modifies the "Go Texan" program criteria to require at least 51 percent of significant parts and processing originate in Texas, rather than "all or virtually all"
