Removes appraisal districts from the provision allowing them to obtain confidential comptroller information specifically for filing protests under Section 403.303, while retaining this right for property owners and their agents

Grants appraisal districts broader access to request confidential information from the comptroller related to any future, pending, or final school district property value study at any time, not just during protests

Allows appraisal districts to use confidential information obtained from the comptroller as evidence in various hearings, including property value appeals, appraisal roll correction motions, property tax protests, and binding arbitration appeals

Maintains that confidential information obtained by property owners, appraisal districts, or their agents remains confidential and cannot be disclosed to unauthorized persons

Applies to information requests received on or after the effective date, with immediate effect if passed by two-thirds vote of both chambers, otherwise taking effect September 1, 2025
