Requires counties with populations of 500,000+ and municipalities with populations of 200,000+ to review all existing land development regulations at least once every 10 years, evaluating costs, benefits, housing impacts, and administrative expenses

Mandates that governing bodies repeal or amend any land development regulation found to interfere with the production of new housing or development related to existing housing

Requires political subdivisions to prepare an impact statement before adopting or modifying any land development regulation, analyzing fiscal impact, health and welfare benefits, and effects on housing costs

Limits adoption of new or modified regulations to those that are consistent with public health and safety priorities, have minimal fiscal impact, and do not adversely impact housing costs

Sets deadline of September 1, 2030 for initial review of all existing land development regulations, with the act taking effect September 1, 2025
