Expands grounds for modifying child support orders to redirect payments to a person with physical possession of a child when the conservator has entered into an authorization agreement with an adult caregiver (Chapter 34) or a parental child safety placement agreement (Section 264.902)

Modifications based on parental child safety placement agreements are temporary, automatically terminating 90 calendar days after the agreement is signed or on an earlier termination date specified in the order

Courts must give preference to motions based on parental child safety placement agreements and hold hearings within 30 days of a hearing request being filed

Allows service of modification motions by email to the respondent with electronic filing of hearing notices through the authorized electronic filing manager, in addition to traditional service methods

Requires parties serving motions to file a signed certificate of service stating the date and manner of service; electronic filing manager confirmation satisfies this requirement

Takes effect September 1, 2025
