Adds a statutory definition of "eight-liner" as an electronic device that simulates a slot machine and offers chance-based prizes for consideration, explicitly including it under the definition of gambling device

Expands the definition of "thing of value" to include any property, money, right, privilege, or benefit, and removes the previous exclusion for unrecorded immediate replay rights

Creates new legal defenses for playing skill-based gambling devices where prizes are limited to noncash merchandise redeemable only on-premises, with prizes capped at $5 or 10 times the play cost per game and $50 maximum wholesale value per item

Provides a defense for devices that only award free play opportunities that cannot be exchanged for other value

Allows licensed bingo organizations to exhibit and operate gambling devices that qualify under the new defense provisions, and repeals local government authority over eight-liner regulations (Subchapter E, Chapter 234, Local Government Code)
