Requires school district boards of trustees to establish both a threat assessment and safe and supportive school team AND a separate threat assessment review team at each campus

Mandates that threat assessment teams have at least three members, and that at least two-thirds of members must agree before conducting a threat assessment of an individual

Creates a two-tier review process where teams must immediately report serious violence risk determinations to the campus review team for confirmation before reporting to the superintendent

Requires review teams to determine whether threat assessment information should be included in a student's disciplinary or other school records

Applies beginning with the 2025-2026 school year, with immediate effect if passed by two-thirds vote or September 1, 2025 otherwise
