Amends the boundaries of the Creedmoor Municipal Utility District in Travis County by replacing the original territory description (Section 2) with a new detailed boundary description (Section 2A) encompassing four tracts totaling approximately 358 acres across the Elijah Caples Survey, William P. Corbin League, and Samuel Little Survey

Updates Section 7951A.0106 of the Special District Local Laws Code to reference the new boundary description and removes the word "initial" from the section title, establishing the territory as the permanent district boundaries

Validates and confirms all governmental acts, elections, and proceedings taken by the Creedmoor Municipal Utility District before the effective date, except for matters already held invalid by final court judgment or involved in pending litigation

Repeals the original Section 2 of Chapter 762, Acts of the 87th Legislature (2021), which contained the previous territory description

Takes effect immediately upon receiving a two-thirds vote from both legislative chambers; otherwise takes effect September 1, 2025
