Requires voters to sign the certificate on the signature sheet using ink on paper, place the completed signature sheet in the carrier envelope along with the sealed ballot envelope, and then seal the carrier envelope

Directs the signature verification committee to open each carrier envelope to compare the signature on the signature sheet certificate with the voter's ballot application, then reseal the envelope with documented seal numbers

Mandates that the Secretary of State prescribe the form and content of the signature sheet, which must include spaces for election identification, voter signature, identification numbers (driver's license, election ID, or last four digits of SSN), and information for any person assisting the voter

Adds signature sheets to the list of election materials that must be retained for the preservation period, may be electronically recorded, and requires translation for non-English/Spanish speaking voters
