Classifies violations of telemarketing regulations (Chapters 304 and 305, Business & Commerce Code) as deceptive trade practices under the Texas Deceptive Trade Practices Act (Chapter 17), enabling consumers to use those enforcement remedies

Explicitly protects repeat claimants by prohibiting courts from limiting a person's recovery in future lawsuits based on having previously won private actions under these solicitation laws

Broadens the stated purpose of telephone solicitation and telemarketing laws to protect both individual "persons" and "the public" against false, misleading, abusive, or deceptive practices

Takes effect September 1, 2025, and applies only to conduct occurring on or after that date
