Establishes the Quad-Agency Child Care Initiative and Commission to coordinate child care policies among four state agencies: Texas Workforce Commission, Health and Human Services Commission, Department of Family and Protective Services, and Texas Education Agency

Commission must meet at least three times annually to coordinate initiatives impacting child care cost, quality, and accessibility, and to review regulations for conflicts, duplication, or overly restrictive requirements

Creates a formal review process allowing the Commission chair, public members, elected officials, or non-participating agency leaders to request reviews of existing or proposed regulations affecting child care, with a 30-day public comment period

If the Commission finds a regulation inconsistent with initiative objectives or cannot reach a determination, findings go to the Texas Regulatory Efficiency Office for final review; agencies must cease enforcement and withdraw rules found inconsistent

Commission must hold its first meeting by December 31, 2025; the act takes effect immediately with two-thirds legislative vote or September 1, 2025 otherwise
