Reenacts provisions requiring 50% of fees collected from oversize/overweight vehicle permits under Section 623.0171 to be deposited into the state highway fund, with the remaining 50% distributed to counties designated in permit applications

Reenacts provisions requiring 50% of fees collected from permits under Section 623.322 to be deposited into the state highway fund, with the remaining 50% divided equally among counties designated in the permit application

Rededicates money to the state highway fund that was originally dedicated by H.B. 2741 from the 83rd Legislature (2013), notwithstanding a conflicting measure (H.B. 6) from the same session

Takes effect immediately upon receiving a two-thirds vote from both legislative chambers, or September 1, 2025, if the two-thirds threshold is not met
