Eliminates criminal misdemeanor offenses for failing to pay tolls on Texas toll roads, turnpike projects, and regional mobility authority projects

Removes the ability to refuse vehicle registration as an enforcement mechanism for unpaid toll violations

Retains civil enforcement options including administrative fees, immobilization devices ("boots") on vehicles, and additional fines for non-payment

Maintains toll exemptions for authorized emergency vehicles regardless of whether they are responding to emergencies, displaying lights, or marked as emergency vehicles

Allows vehicle owners to contest violations by presenting evidence that the vehicle was stolen before the toll violation occurred, provided the theft was reported to law enforcement

Applies only to tolls incurred on or after September 1, 2025; prior toll violations remain subject to existing criminal penalties
