Dealers holding a motor vehicle title issued in their name (from Texas or another jurisdiction) are exempt from the requirement to make a title assignment to themselves before selling the vehicle to a subsequent buyer

The exemption applies only when the dealer's name on the title matches the name on their dealer license issued under Chapter 503 of the Transportation Code

Amends Section 501.071 of the Transportation Code by adding a new Subsection (c)

Takes effect immediately upon receiving a two-thirds vote in both legislative chambers; otherwise takes effect September 1, 2025
