Amends Section 501.174 of the Transportation Code to streamline electronic motor vehicle title transfers

Prohibits the Texas Department of Motor Vehicles from requiring that an electronic signature be physically printed or affixed to documents submitted electronically for title transfers

Eliminates the requirement to provide evidence of stamped invalidation of superseded or invalidated titles or certified copies when documents are electronically signed and transmitted

Takes effect immediately upon receiving a two-thirds vote in both legislative chambers, otherwise takes effect September 1, 2025
