Medical and veterinary students in Texas may decline required immunizations for enrollment or course participation by submitting a signed affidavit citing reasons of conscience, including religious beliefs

The exemption applies to students at medical schools and schools of veterinary medicine at institutions of higher education that award medical or veterinary medicine degrees

The affidavit must be submitted on a department-provided form to the school's admitting official within 90 days of being notarized

The exemption applies beginning with the 2025-2026 academic year

The bill takes effect immediately with a two-thirds vote of both legislative chambers, or September 1, 2025, otherwise
