Abolishes the Texas Parks and Wildlife Department and Parks and Wildlife Commission effective September 1, 2027, transferring all powers, duties, and functions to three existing state agencies

General Land Office assumes responsibility for parks, natural areas, wildlife management areas, fish hatcheries, historic sites, and other public lands and waters

Department of Agriculture takes over regulation of native plants, wildlife conservation and management, and hunting and fishing activities

Department of Public Safety receives authority over game wardens, law enforcement of the Parks and Wildlife Code, water safety, and vessel operation, equipment, identification, and titling

Requires the three receiving agencies to enter into a memorandum of understanding detailing the specific transfer of responsibilities, with all existing rules, employees, contracts, property, and appropriations transferring to the appropriate agency
