Allows landowners to claim deer as personal property if the deer are located on land surrounded by a fence at least seven feet high that can retain deer under normal circumstances

Creates an exception to the current law that designates all wild animals in Texas as property of the people of the state

Amends Parks and Wildlife Code to clarify that the existence of a qualifying high fence does affect the ownership status of deer, unlike other wild animals

Takes effect September 1, 2025
