Establishes a strategic fuel reserve program under the Railroad Commission of Texas to acquire and maintain reserves of natural gas and petroleum products for distribution during declared disasters

Requires the reserve to hold at least 30 days' worth of fuel and power supply for the entire state, with the commission maintaining this minimum level except during active disaster distribution and replenishment periods

Limits distribution of reserve fuel to situations where the governor declares a state of disaster; allows up to 30% of reserves to be distributed to other states experiencing disasters at the governor's direction

Authorizes the commission to purchase, sell, and lease property including fuel supplies, and permits agreements with local governments or private parties to facilitate program operations and revenue collection

Requires the Railroad Commission and Texas Commission on Environmental Quality, in consultation with the governor, to adopt implementing rules; takes effect September 1, 2025
