Establishes the County Indigent Litigant Transportation Assistance Grant Program, administered by the comptroller, to help counties provide transportation to and from court proceedings for indigent litigants

Defines eligible indigent litigants as indigent criminal defendants, juvenile respondents with indigent parents/guardians, and indigent persons in governmental child welfare suits under Family Code Title 5

Permits grant funds to be used for bus passes, motor vehicle fuel, rideshare/taxi fares, and mileage reimbursement

Counties may submit one grant application per fiscal year, due within 30 days after the start of their fiscal year

Comptroller must adopt rules by January 1, 2027, including standardized application processes, deadlines, spending guidelines, and procedures for monitoring compliance and returning unused funds; counties may begin applying on that date
