Grants zoning authority to counties with populations between 93,000-99,000, 45,000-46,000, 24,600-26,000, or 17,000-17,700, applicable only to unincorporated areas not already subject to municipal zoning

Requires commissioners courts to either adopt the zoning authority on their own motion or hold an election if a valid petition signed by at least 10% of voters from the most recent gubernatorial election is submitted

Authorizes county regulation of population density, building locations and uses, water and wastewater facilities, and historic areas designated by the Texas Historical Commission, while prohibiting regulation of existing property, billboards conflicting with other rules, manufactured housing treated differently than site-built homes, and public utility facilities

Protects noncommercial agricultural and ranching operations from county restrictions, though commercial operations like feedlots may be regulated for public health and safety reasons

Creates a misdemeanor offense for violations punishable by fines of $500-$1,000 per day, with counties also authorized to seek injunctive relief, court costs, and attorney's fees through civil enforcement actions
