Requires every school district and open-enrollment charter school to assign at least one family engagement specialist to each campus

Specialists' duties may include supporting parent-student relationship building, assisting teachers with daily parent communication regarding academics and attendance, and educating families about communication tools

Specialists would facilitate parent learning sessions emphasizing career and college readiness, coordinate access to school and community support services, and promote positive school experiences

Specialists must work with principals and staff to ensure campuses exceed federal Title I parent and family engagement requirements under the Elementary and Secondary Education Act of 1965

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025, with districts required to assign specialists "as soon as practicable" after effective date
