Repeals Election Code Sections 82.001, 82.002, 82.004, 82.007, and 82.008, which previously established eligibility grounds for mail-in voting based on absence, disability, jail confinement, and address confidentiality program participation

Modifies late ballot eligibility to apply to voters with sickness or physical condition originating on or after the last day of early voting by personal appearance, rather than the previous deadline tied to mail ballot application deadlines

Applies to elections ordered on or after September 1, 2025, with prior elections governed by existing law
