Requires digital service providers to verify the age of users 18 years or older using a "commercially reasonable age verification method" before allowing them to create an account

Maintains existing requirement that users must register their age with digital service providers before account creation

Establishes that users who register as minors (under 18) remain classified as "known minors" until both reaching their 18th birthday AND completing age verification

Applies only to agreements entered into on or after the effective date; existing accounts are governed by prior law

Takes effect September 1, 2025
