Community participation criteria must account for 55% of the total score, including resolutions from local governing bodies, written statements from affected neighborhood organizations, and input from state legislators representing the area

Traditional legal criteria for permit evaluation must account for the remaining 45% of the score

Applications receiving less than 75% of total available points cannot be approved by the commission

Positive community statements earn positive points, negative statements earn negative points, and neutral statements earn zero points; TCEQ must publish scoring system details on its website

Applies only to permit applications submitted on or after September 1, 2025
