Changes the presumption of vacancy for buildings from 150 days to three months of ceased lawful activity (residential, commercial, recreational, charitable, or construction)

Applies the same three-month threshold for multi-unit buildings with more than three units where 75% or more of units appear unused

Requires municipalities with a population of two million or more (located in qualifying counties) to adopt a vacant building registration ordinance

Mandates owners of vacant buildings in these large municipalities to renew their registration annually as long as the building remains vacant

Requires designated municipal officials to create and maintain a publicly accessible online vacancy registration database listing addresses of registered vacant residential structures

Takes effect September 1, 2025
