Requires health care providers collecting blood samples during medical screenings for sexually transmitted diseases to automatically submit samples for screening tests unless the individual opts out

Mandates providers obtain informed consent and notify individuals that screening tests will be performed unless they explicitly decline before collecting blood samples

Requires providers to give individuals who test positive information about available health care, education, prevention, and social support services

Directs the Health and Human Services Commission executive commissioner to adopt implementing rules by January 1, 2026, considering CDC recommendations for adult and adolescent testing

Implementation contingent on legislative appropriations, with any suspended duties becoming mandatory on September 1, 2029; the act takes effect September 1, 2025
