Changes eligibility requirement for moving image projects from being "filmed" to being "produced" in Texas, with at least 60% of the project required to be produced in the state

Expands the definition of "media production facility" to include parking lots or structures located adjacent to the facility that are designated for use by employees and clients

Removes the "solely" requirement for building renovations, allowing properties to be renovated for conversion into media production facilities even if renovation serves additional purposes

Removes the "solely" requirement for real property consisting of media production facilities, broadening eligibility for improvements, renovations, or expansions
