Adds the Texas A&M Engineering Experiment Station as an eligible entity to access the state's skills development fund for workforce training purposes, alongside public community and technical colleges, community-based organizations, local workforce development boards, and the Texas A&M Engineering Extension Service

Authorizes the Texas A&M Engineering Experiment Station to recover customized assessment and training costs when there is an actual or projected labor shortage not being met by existing programs and when wages at job placement meet prevailing local rates

Allows the skills development fund to be used by the Texas A&M Engineering Experiment Station as start-up or emergency funds for developing customized training programs for businesses and trade unions, and for sponsoring small and medium-sized business networks

Requires the Texas A&M Engineering Experiment Station to focus training activities on programs that are statewide in nature or not available from local junior or technical colleges

Mandates the Texas A&M Engineering Experiment Station submit biennial reports by October 1 of even-numbered years reviewing training program effectiveness, with failure to report resulting in refund of unexpended state funds and suspension of future grants

Takes effect September 1, 2025
