Prohibits manufacturers, wholesalers, suppliers, and retailers from advertising, labeling, or marketing disposable wipes as "flushable," "sewer safe," or "septic safe" unless the wipes disintegrate or dissolve immediately in water

Establishes civil penalties for violations: $1,000 for first offense, $1,000-$5,000 for second offense, and $5,000-$10,000 for third or subsequent offenses

Authorizes the attorney general to file suit in district court to recover civil penalties, with collected penalties deposited into the general revenue fund

Allows the attorney general to seek injunctive relief to prohibit a covered entity from selling disposable wipes after a third or subsequent violation has been penalized

Effective date is September 1, 2025
