Prohibits all forms of live dog racing, including greyhound racing, in Texas, while maintaining regulation of horse racing and pari-mutuel wagering on horse races

Removes all references to greyhound racing from the Texas Racing Act, including eliminating the requirement for one Racing Commission member with greyhound racing expertise (now requiring two members with horse racing knowledge instead)

Allows existing greyhound racetrack associations to apply by September 1, 2030 to convert their licenses to Class 2 or Class 3 horse racing track licenses

Requires the Texas Racing Commission to investigate or assist local law enforcement in investigating unlawful dog races conducted in the state

Repeals multiple statutory provisions related to greyhound racing, including those governing greyhound racetrack licensing, greyhound-specific wagering pools, Texas-bred greyhound programs, and simulcast cross-species wagering
