Requires the Texas Education Agency to contract with third parties to provide school employees with liability insurance and employment guidance, with contracts prohibiting the use of funds for electioneering, political advertising, or political advocacy

Bars school districts from purchasing goods or services through cooperatives or investing in pools overseen by non-profit organizations that represent political subdivisions and employ registered lobbyists; requires districts to transfer existing investments from such pools by September 1, 2026

Prohibits TEA from approving school board training provided at professional organization meetings, by associations representing political subdivisions, or by providers engaged in electioneering or political advocacy

Bans continuing education credits for teachers from training that includes electioneering, political advocacy, or issue advocacy, or events featuring such activities
