Adds a new prohibition for public school libraries banning materials included on the Texas Department of Criminal Justice list of publications that inmates may not receive in correctional facilities

Applies to all library materials in school libraries, classroom libraries, and online catalogs beginning with the 2025-2026 school year

Maintains existing prohibitions on harmful material (as defined in Penal Code), vendor-rated sexually explicit material, and pervasively vulgar or educationally unsuitable material

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
