Increases the required manual count of electronic voting system ballots from 1% of precincts (or 3 precincts minimum) to 10% of precincts (or 10 precincts minimum)

Requires manual counting of contested races and propositions across federal, state, county, and local elections on the ballot, rather than just "all races"

Mandates public notice of the selection process at least 48 hours in advance, with the selection open to the public and live-streamed on the county's website if available

Requires the Secretary of State to select at least 10 contested races and 10 propositions in federal or state elections for manual counting, increased from a maximum of 3 offices and 3 propositions under prior law

Takes effect September 1, 2025, and applies to elections ordered on or after that date
