Expands the right to organize by allowing all persons engaged in labor to form trade unions and organizations "to protect themselves," removing the limitation to "personal labor in their respective employment"

Changes the right to bargain from an individual or collective right "to work" to a collective-only right "to organize," removing the option for individual bargaining with employers

Removes the attorney general from the definition of "enforcement officer" for labor union regulations, leaving only district attorneys and county attorneys with enforcement authority

Amends legislative findings to state that labor union activities "benefit" (rather than "affect") economic conditions, and declares that workers "and labor unions" must be protected

Eliminates jail time as a penalty for labor-related offenses, reducing punishment to only a fine of up to $500 (previously could include up to 60 days confinement)

Repeals multiple Labor Code sections and subchapters (including Sections 101.004, 101.109, 101.111, 101.112, 101.117, and Subchapters B, D, E, F, and G of Chapter 101), effective September 1, 2025
