Assigns care and custody of the "Victory or Death" letter (written by Lt. Col. William B. Travis on February 24, 1836) to the commission, with permanent display designated for the Alamo complex

Provides for temporary display of the Victory or Death letter at the Capitol Complex alongside the Texas Constitution and Declaration of Independence until the Alamo display location is ready

Authorizes limited-period displays of these historical documents at historical events or sites, with costs covered by available funds, appropriations, or the Alamo complex account
