Expands the definition of "out-of-network provider" to include groups of providers identified by a National Provider Identification Number, group National Provider Identification Number, or Employer Identification Number

Changes arbitration fee responsibility from both parties splitting costs evenly to requiring only the losing party to pay all arbitrator fees and expenses

Requires the losing party to pay arbitrator fees within 30 days of receiving the written arbitration decision

Applies only to health care or medical services provided on or after January 1, 2026

Takes effect September 1, 2025
