Extends foster care payment eligibility for youth enrolled in higher education (under Subsection (a-1)(2)) until the earlier of graduating with a bachelor's degree or the last day of the month they turn 24

Maintains existing provision allowing foster care payments to continue until age 22 for youth qualifying under Subsection (a-1)(1)

Continues foster care payments under Subsections (a-1)(3)-(5) until the last day of the month the child turns 21

Takes effect September 1, 2025
