Prohibits school districts from employing uncertified teachers as the teacher of record for reading/language arts or mathematics in grades K-5, mathematics in grades 6-8, or courses requiring at least two years of relevant coursework or experience for certification

Defines "teacher of record" as a person who teaches the majority of the instructional day in an academic setting and is responsible for evaluating student achievement and assigning grades

Prevents districts of innovation from using their local innovation plans to exempt themselves from requirements regarding uncertified teachers of record and parental notification rules

Applies beginning with the 2026-2027 school year

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
