Requires businesses (controllers) that sell personal data to third parties to pay consumers 10 percent of the gross proceeds from the sale of their personal data

Payment to consumers must be made within 60 days after the data sale is completed

Maintains existing requirements for businesses to clearly and conspicuously disclose when they sell personal data or use it for targeted advertising

Preserves consumers' right to opt out of having their personal data sold or processed for targeted advertising

Takes effect September 1, 2025
