Board members must complete the training course and receive a certificate before each term they serve; members who have not completed training cannot vote, deliberate, or be counted as present at board meetings

Candidates for both appointive and elective positions on appraisal district boards must sign and submit an acknowledgment of duties statement to the chief appraiser before being appointed or filing for a ballot position

The acknowledgment statement lists 24 specific statutory responsibilities of board members, including hiring a chief appraiser, adopting budgets, conducting financial audits, and developing reappraisal plans, while clarifying the board does not appraise individual properties or set tax rates

The Comptroller may charge a fee of up to $50 per person for the training course and must make the course available by November 1, 2025, with requirements applying to board members whose terms begin on or after January 1, 2026
