Requires the state registrar, local registrar, or county clerk to issue certified birth records without fee to homeless individuals upon request

Exempts homeless individuals from paying fees for driver's licenses and personal identification certificates

Defines "homeless individual" as someone lacking a fixed, regular, and adequate nighttime residence, or residing in temporary shelters, transitional housing, or places not designed for sleeping; excludes incarcerated individuals unless homeless at time of arrest

Establishes a verification process allowing homeless status to be certified through letters from directors of HUD-funded shelters, homeless shelters, transitional living programs, or local law enforcement agencies

Prohibits requiring homeless individuals to provide a physical residential address when applying for these documents, and takes effect September 1, 2025
