Public agencies entering exclusive contracts or franchise agreements with private solid waste collection/transportation providers must publish notice containing a summary of the contract's purpose and description of changes

Notice must be published in a newspaper of general circulation and on the agency's website (if one exists), and must be sent directly to any registered solid waste providers operating in the jurisdiction

Exclusive contracts cannot take effect until the newspaper notice is published

Existing waste service providers with contracts may continue operating until their contract expires or one year after the notice is published, whichever comes first; providers without contracts may continue for 60 days after notice publication

Requirements do not apply to municipal solid waste services provided to newly annexed areas; applies only to contracts entered on or after the effective date (immediately with two-thirds vote, otherwise September 1, 2025)
