Prohibits nonprofit state associations or organizations that primarily represent school boards of trustees or other public educational institutions from providing training, instruction, or insurance/risk pool contracts to Texas public schools, the Texas Education Agency, or regional education service centers

Applies specifically to organizations that adopt concepts described in Section 28.0022(a)(4)(A) of the Education Code as part of their mission statement or organizing principles (referencing provisions related to certain prohibited concepts in curriculum)

Bars affected organizations from providing services directly, through subsidiaries, or through third-party contracts

Applies only to contracts entered into on or after the effective date; existing contracts remain valid under prior law

Takes effect September 1, 2025
