Creates four new judicial districts: the 490th and 491st in Brazoria County (effective September 1, 2025 and 2026 respectively), the 501st and 502nd in Fort Bend County, the 503rd in Rockwall County, and the 504th in Ellis County (all effective September 1, 2025)

Expands jurisdiction of county courts at law in Atascosa, Bowie, Hidalgo, and Potter counties, including granting Hidalgo County courts concurrent jurisdiction over state jail felony cases and allowing Bowie County courts to transfer cases with district courts

Authorizes Bell County Commissioners Court to appoint criminal magistrates with concurrent criminal jurisdiction with justice of the peace courts, and adds magistrates appointed by district courts in Denton and Grayson counties to the list of recognized magistrates

Modifies grand and petit juror qualifications and exemptions, including raising the age exemption from 70 to 75 years, requiring district clerks to maintain permanent exemption and disqualification registers, and separating conviction-based disqualifications into misdemeanor theft and felony categories

Provides business court judges an annual state salary supplement equal to the difference between their base salary and the maximum combined state/county salary paid to district judges, and requires court security committees to include constable representatives and meet annually
