Exempts former foster children with intellectual disabilities from tuition and fees at Texas public higher education institutions for comprehensive transition and postsecondary programs, as defined under federal law (20 U.S.C. Section 1140)

Amends Education Code Sections 54.366 and 54.367 to extend existing foster youth tuition exemptions to cover these specialized postsecondary programs for students with intellectual disabilities

Creates an exception to the general rule that tuition exemptions only apply to courses receiving state formula funding, allowing the exemption to apply to comprehensive transition programs that may not receive such funding

Applies beginning with the 2025-2026 academic year

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
